NMS last delivered Yellow Fever Vaccine to KCCA on 27th April 2016 and not in 2012 as they claim on their website.  A total of 3,000 doses were delivered and receipt thereof acknowledged.(See delivery note above fully stamped and signed by KCCA).
All Medicines procured and distributed by NMS are distributed to Government Health Facilities, and should be availed to the Ugandan Citizens Free of Charge. This applies to the Yellow Fever Vaccine delivered to KCCA.
NMS expects that KCCA availed this Vaccine to Ugandans at no Cost, since the Government of Uganda has already paid for this Vaccine Using the Ugandan Tax Payers Money.
KCCA did not purchase this Yellow Fever Vaccine from NMS because NMS does not sell medicines, but rather avails medicines to Health Facilities according to budgetary allocations given to each Health Facility by the Government of Uganda each Financial Year.
If KCCA, Maintains that they bought and paid for this Vaccine from NMS, we challenge them to bring evidence of payment. Any Payment is accompanied by a Receipt, Right?
As earlier stated by our CEO on WBS TV, KCCA needs to come out and apologise to Ugandans for this robbery, and refund the sums to those who paid for this otherwise free service.

The National Medical Stores (NMS) has dismissed claims that there is shortage of drugs and sundries in the country. “I get disturbed when I hear anybody saying there they do not have Mama Kits or even ARVs for instance.  We do not have any shortage. In fact what we do not have is enough space for all the batches. As I speak we have our containers at Nakawa. We only get space when we receive more orders,” said the NMS executive director, Moses Kamabare during a media tour of the drugs warehouse at Entebbe.

 Kamabare said NMS delivers medicines, sundries and laboratory supplies to all the 2900 public health facilities across the country. “For all government and accredited facilities, we supply them twice a month according to orders.  For regional referral hospitals, we do deliveries once every month,” said Kamabare.

“We have a system that enables us to process emergency orders within 24 hours. We also work on weekends and public holidays, but some hospitals often let us down. They may tell you they are not open on weekends, yet the patients are stuck,” he added.

 He further explained that some of the health facilities were not affiliated to the drug delivery system.  “If there is a new facility in your village, it misses out unless it receives certification from the health and finance ministries,” said Kamabare.
