Regulatory | Risk | Responsibility
At National Medical Stores (NMS), our operations are guided by a comprehensive Regulatory Framework that ensures our activities are legally compliant, ethically sound, and aligned with national and international standards. We refer to this as our RRR Framework — focusing on Regulation, Risk Management, and Institutional Responsibility.
This framework ensures that NMS maintains its integrity, transparency, and efficiency in delivering health commodities across Uganda.
REGULATORY COMPLIANCE:
NMS operates under a well-defined legal and policy environment, ensuring our processes conform to:
The National Medical Stores Act (1993) – establishing NMS’s legal mandate
The Public Procurement and Disposal of Public Assets Act (PPDA) – guiding procurement integrity
The Public Finance Management Act – ensuring prudent financial control
Uganda Public Service Standing Orders – guiding HR and administrative conduct
National Drug Policy and Authority Act – ensuring safe handling of medical products
Other health-sector guidelines and MoH circulars
All NMS activities — including procurement, storage, distribution, and reporting — are executed in strict adherence to these legal instruments.
RISK MANAGEMENT
We have established robust systems for identifying, assessing, and managing risks across all operations. This includes:
Regular risk assessments tied to logistics, financial controls, and compliance
Internal audit and quality assurance teams to oversee institutional safeguards
Integration of risk mitigation in strategic planning and service delivery
Business continuity planning for emergency logistics (e.g., pandemics, disasters)
NMS believes that responsible risk management is essential to sustaining high-performance public service delivery.
INSTITUTIONAL RESPONSIBILITY:
Our governance approach is anchored in transparency, accountability, and public trust. We demonstrate this through:
Adherence to PPDA procurement procedures and use of open bidding platforms
Regular reporting to the Ministry of Health, OPM, and Development Partners
Enforcement of anti-corruption, ethical conduct, and whistleblower protection policies
Capacity building for staff on compliance, data protection, and ethical practices
We are committed to upholding the highest standards of professionalism in all our operations.
